A few things Utah needs to do.
1. Change Utah's law to recognize permits from states that recognized Utah permits.
2. Add some minor training to the permit requirement as other states require. (I'll admit, 50 rounds at a range does not do a thing, in my opinion, but it appears some states sure do like this idea.)
