H4895 reduced loads

I have been searching the forums but have not quite found the answer I am looking for. Hodgdon has their reduced loads listed on their website. They say use 60% of the max load for the given recipe. Can this 60% rule be used for any published load using H4895? I have been thumbing through the Hornady manual and see H4895 used in 150-155 gr. bullet loads for the M1 Garand, but not in the .30-06 load data. If I can use the 60% rule for standard loads, would this be too far reduced for the already reduced M1 loads.
