Resizing 7.62x25 Tokarev brass to 6.5mm.

Any ideas about how I could do this? Would this require a custom made resizing die?

Probably so.
You might could take a cheap or second hand die in some 6.5 rifle caliber and cut it off short enough for a 7.62x25 to reach the neck and shoulder area.
