.308 win vs 7.62x54r

I am looking through My Hornady Reloading manual (3rd edition) comparing the .308 win loads to the loads listed for the 7.62X54R and wondering if there is a simple reason why to takes 5.8 grains of powder to get the same results? Is the 308 more effecient for some reason?

What I am referring to is that listed loads for those cartridges using a 150 gr. spire bullet going 2800fps using IMR 4064 suggests 44.9 gr in the 308 and 49.1 in the 7.62X54R. I notice there are some differences in the case demensions and shoulder angle. Is the reason just the case configuration, all else being equal?

Case capacity

It has to do with the case capacity. The internal volume of the case. A larger case takes more powder to reach the same pressure as a smaller case.
