Oregon Private Sales to In-law?
What's the legality of selling firearms to an in-law. My brother in law is looking to buy my compact handgun but since he isn't immediate family I'm not sure if the rule applies.
What about a friend? I know if they do the background check its legal but do I need to use an FFL to transfer |

there are no exceptions for in-laws or friends, you must go thru an FFL to sell your gun. You can look up the law SB941 for details.
