Identify thin film on scope and rings

I bought a used scope and rings. I never took the scope out of the rings until today, because I just got another scope and wanted to use the new scope with the old rings. When I took the old scope out of the rings, I found a thin film of something on the scope where the rings held it.

Does anyone know what the liquid is?

Do I need to put something on the new scope or can I just mount it in the rings as is?

it is probably oil and or solvents that migrated under the rings over time. A thin film of oil isn't a bad idea...

Beats a ring of rust. Wan't to make sure they clamp well tho without havin to crush the scope.

There have been a lot of recommendations of various coatings to keep scopes from slipping in the rings under recoil. Rubber cement and rosin are the two most common. An oily solvent and some rubbing will lift the rubber cement, rosin dissolves in alcohol.
