In the back country of Siberia where lots of poor folks live, they used to grind up match heads to make a priming mixture to pack in the unfired rim area in 22 rimfire ammo. Then a tiny amount of black powder they may have made themselves and push in a home cast lead bullet. Works fine on small game at short range.

The case could be reloaded 4 or 5 times but it had to be indexed in the chamber so it would fire.
