Try it as a mental exercise first....

Take your hypothetical double barrel shotgun* with a 28-inch barrel and cut just ONE side down to 14 inches.

Now, what's the length of the barrel or barrels? I'd think it might be hard to justify saying that it has a sub-18 inch barrel.

[ a pen gun may or may not be contraband depending on it's configuration when in firing configuration.] Stinger's Pengun for example, avoids the "Any Other Weapon" designation by meeting four requirements:
  • It cannot be fired when it is in its straight position;
  • the handle is at an angle of more than 30 degrees from the barrel when it is in the firing position;
  • it can be fired with one hand;
  • and the handle is a functional part of the weapon



* with your typical permanently joined together double tube, no cheatin'.
