Refund on cancelling a form 1?

Hey guys.
Filed a form 1 for a destructive device.
It is permanently in "pending research".
Is there a way to cancel and just get my 200 dollars back?
Haven't built anything, so there's nothing to de-mill.

Sure, just notify ATF that you are withdrawing the form.

I "resigned" my FFL licenses once I got a full grasp of the book-keeping and other costs vs what I could actually realistically make. As I recall, the background investigations, reviews etc had to run the full course and complete prior to submitting (I was approved for all of them) the resignation requests to get the refunds which I did get. The approval of resignations included a note that having resigned would not preclude getting future appoints should I change my mind.
