my pen gun with a rifled .22 cal. barrel

Hello to all, sorry but I am a newbie
I am making a pen gun using and cutting an old .22 rifled barrel.
1. even though i know i can make a gun for myself but is it ok that i am cutting a .22 cal Sears RIFLED BARREL to use and cut its barrel for my pen gun. Is it legal using and cutting standard part (RIFLED BARREL) for my home made gun?
2. I know the pen guns are categorized in ATF as the "2.1.5 Any other weapon", but i do not know in reality what the steps clearly are in registering my home made pen gun. I just know i should fill out the form one, but i dont know the next steps, where i should send, how i could pay and ...

COMPLETE FORMS BEFORE MANUFACTURE!

It's legal to use the barrel as you specify.
You need to contact ATF for answers to your other questions.
Be sure you have paid the $200 tax and received your stamp BEFORE making the gun.

It's six pages. The last three pages are instructions. They should steer you in the right direction. Just remember, as someone already mentioned, you must have your tax stamp in your possession before you complete the manufacturing.
