Nitrex TR1 scope issue?

Hi all. I have one of those Japanese made by Weaver 3*9*42 scopes that were available a few years ago at Natchez. Apparently it was a line that did not succeed but they are from what I can tell are decent quality scopes especially for the money. I ran into an issue today where it would not adjust it reached its stop without adjusting enough to get it. In other words I could not get enough adjustment out of it to get it to zero. It appears to be on the rifle correctly is not loose Etc I don't believe it's ever been dropped or damaged but I'm wondering if there is an issue with these. I was not able to test it enough to see if I could get the point of impact to move at all. If it does not move when adjusted is there any reason why it not would not move enough on and otherwise accurate rifle that the scope is properly mounted on? I know there are not many out there but do others have experience with these? I once had it mounted on a 270 and it held zero now I have put it on a 10 22 Target Model with integrated scope mount and cannot seem to get it set up. The rifle is accurate and shoots straight with other scopes. Thank you.
