How come federal never made the hydra shocks available to the reloader or is it me that I have never seen them?

Nope. Most of the manufacturers have some proprietary bullet designs they don't sell as reloading components. Their marketing people think the design is so spectacular that people will want the bullets even if they have to buy them at loaded ammo prices. I suspect they are also guarding the bullet's reputation and don't want people who load them outside their nominal functioning range to have stopping failures in an emergency and give their bullet design a bad name. As an example, IIRC, it wasn't until they were already an obsolete design that Winchester Silver Tips became available as reloading components.

There are also financial concerns involved - a well regarded self defense cartridge sells for a lot more than a well regarded self defense bullet. Also, there are still a lot more people buying factory ammo than reloading their own. And--if that were not bad enough, there are still many people who will handload their hunting/plinking ammo and buy their self defense ammo from the factory. A triumph of modern American business marketing.

Who do you think inspects and builds their ammo more carefully? : A factory worker or the guy who's life may depend upon the quality of the cartridge? If you REALLY buy the big business friendly political hacks' BS--you'll pick the factory. Me, I make all my own SD ammo and the other as well..................
