I would say an older 870 or an Ithica 37 or if you can find one a Model 12 or 97 winchester. All of these have been proven in law enforcement and in combat.

Mossburg

I have to say I was a remington fan until I purchased an 870 from them and the wooden slide rubs the barrel. They've since corrected the design and improved the shotgun. The mossburg is priced right, but the slide to me feels wobbly. Price wise the mossburg wins, but quality leans towards remington. I would buy either they both funtion fine.
