Aluminum is very easy to engrave.
This is just sophomoric engraving.

Might be easier then to use a machine on the aluminum.

Compare the scroll on the Winchester to this scroll (which is hand done):


One looks like a work of art from a Master Artisan, the other looks like it was done by a kid in Kindergarten.

The OP's gun is hand engraved, just badly hand engraved.

Could it be that the original owner wanted to make the gun look better?

Then got carried away adding the engraving.

Aluminum is easy to engrave, BUT if you get too fine a detail too deep, it is not at all durable. I agree the work on this gun does not look professional, but perhaps they suited it to the gun.
