New To Reloading-2 Questions

I picked up a couple of die sets dirt cheap. I needed the 38/357, but the other is a RCBS 21610. It says "10 auto Colt". Is this the same as the 10mm/40 die set? Is this just an old set that was around before the 40 was around, and can it still be used for both?

Also, I picked up the single stage starter kit from Lee, which came with a powder measure. I picked up another one locally very cheap. Brand new in the box RCBS Accuflow part #9000. Is there any reason to have two?, and if you had to pick on which one to keep, which one, and why? Thanks
