AR pistol buffer tube foam sleeve question

All the ones that I see are open ended on both sides. I was hoping to find one that is open only on the side that slides onto the tube. Is there a reason for this? My theory maybe it creates a 'buttpad' as far as ATF is concerned or something of that sort.
