NYC Permit
Do they really check your credit history when applying for a premises/residential permit?

why wouldn't they?
Issue in NYC is entirely at the whim of the administration there. Even the regular state permit system requires character references (or it did back in the 70s when I got my permit there), to verify that you are "of good moral character". Wouldn't want to issue a permit for a deadly weapon to a bum who doesn't pay their bills on time, now would we? Seriously, your credit history gets checked when you ask for a loan, and when you get a background check for any security sensitive position. Most folks just want to know if you have any history of breaking the law, but NYC is a bit more......thorough
