Is 3/8" dovetail the same as weaver?
A scope comes with 3/8" dovetail rings and I'm wondering if it will fit a weaver base.

No. 3/8 means it is for the grooves found on .22s.

I put weaver #24 bases on my Savage Mk II. Can anybody suggest a good .22LR scope and weaver rings? Budget no more than 150 dollars.

Since .22's don't recoil, most any weaver-style rings will work for you. As to a .22 scope, take a look at Nikon's new BDC reticle rimfire scope. It looks pretty sweet.
