How come cops shave their heads??

They probably feel it is intimidating and the thing to do since it got started with the lice carriers in the joint.

shaved heads
Not all cops shave their heads. One reason is some dont have much hair anyway. Why do people in the military, and pro sports shave their heads. Many reasons not just one. Is it to look intimidating and discourage a possible confrontation maybe. Is it easier to care for? yes. You should ask the next officer you see.

When short hair is mandated it is one of the easiest and cheapest styles to manage

The same reason many military personnel have shaved heads or very short hair cuts.

If someone is intimidated by a shaved head, then they have more serious problems to worry about

Intimidation is in the mind of the beholder.
If you think it is easier to shave your head daily then to get a hair cut once every 2 weeks, OK.

..there is no fashion about it because most men look idiotic completely shaved ... a handfull can pull it off looking good...

There is a certain tactical advantage to a shaved head, or short hair. Control the head, control the person. Works with a thousand pound horse too. Hair makes for a great handle and control tool in a fight.
A little less fashion and a little more tactics.... PULEEEZE?
