Grind or rotary file away the stake. Get a new nut.

What is the staked nut on?

.

If the nut's accessable, you could use a nut-splitter (tool).

A staked nut or screw indicates that removal was not intended, or at least not very often, but if it has to be removed, simply turn it off, breaking the stake. The normal way of re-staking a castle nut is simply to stake it at another point.

Yup...just turn it off and it won't damage anything. You can restake it when you put it back on without hurting anything.

Should I use one of those mag well bases that fit into a vise to hold the lower half ?

It's nice to have a mag well adapter to hole everything firm in a vise, but not necessary. If you will just hold the receiver firmly on a bench, you can unscrew the castle nut with the proper wrench. It doesn't take that all that much force.
