Has anyone any contact with this unit? Do you read it as the unit and approval is manufacture specific or do you think this unit can be produced individually and used as the original design. I really only see it as a range and a possible hunting tool if your state allows.

As I read it, there is no "approval" since it is not attached to the firearm. I don't see why a similar, homemade device of the same function would be any different, provided patent laws are not infringed. Of course, the ATF could change their minds about that tomorrow.....

Patent laws do not protect against personal use. If you pay for reproductions of the patent paperwork you can build as many of those stocks as you can use. You can't legally sell or distribute them - not even as gifts.
