Draft a law to prevent this from happening again

Propose a law that would:

Prevent a mentally ill convicted felon who is a radical muslem terrorist from shooing a cop in a large city like Philadelphia, with a stolen gun.

Its already against the law for a felon to have a gun. Evidently laws don't work.

You could pass an unconstitutional law to ban all guns but that would not disarm the criminal element. We are thousands of years to late for that.

Prevent a mentally ill [Illegal for those adjudicated as mentally ill to posses arms]
convicted felon [Illegal for convicted felons to possess firearms]
who is a radical muslem [NOT illegal to be a Muslim, I guess you want that changed?]
terrorist [Illegal to terrorize the population]
from shooing a cop [Illegal to shoot a cop, or even a mere citizen] except in self defense.
in a large city like Philadelphia [Do you think it should be Okay in smaller cities?]
with a stolen gun. [Illegal to knowingly possessing a stolen gun.]

So, um... ban Islam except in smaller cities????
