How are Romanian PSL supposed to be used?

the rifle is obviously very popular in many conflicts abroad from Iraq, Lydia and recently Syria, but what is its intended role? It's been hashed out so many times that is not to be considered a sniper rifle due to accuracy issues. But how does it fulfill it's role as a DMR? It suffers from significant POI shifts (vertical stringing) due to the thin barrel and inherent design. This often impacts accuracy in as few 3 rounds. I've seen vertical stringing as much as a foot from cold bore.

In order to maintain POI you fire 3 rounds then you have to allow the barrel to cool off for 2-3min. How does it fulfill it's role as a semi auto DMR if you cannot use it as a semi auto for more than a few rounds?
