Ohio Now Honors NE / Updates on OK, WY, NC, IA, GA & AZ

Ohio AG is reporting they have signed a Reciprocity Agreement with Nebraska. NE already honored an OH Permit/License to Carry. www.handgunlaw.us will not be updated with this new info till the weekend. OK, WY, NC, IA, GA and AZ Updates.

Oklahoma OBSI has not added Minnesota, West Virginia and Nebraska as states that honor their states permits. OSBI is not obligated to add this info to their site as OK honors all other states Permit/Licenses and just lists states that honor their Permit/License to Carry. It has been almost 2 weeks since I sent them all the contact info for the above listed states but nothing yet. One thing I have seen over the years and all of you are aware of. most Government moves very slowly.

Wyoming DCI has not added Georgia, Indiana, Minnesota or New Hampshire as states they honor. Again it has been about 2 weeks since I sent them contact info on these states. Wyoming’s new law is very clear. They will honor anyone’s Permit/License that honors theirs. There law doesn't allow for any Office or Official to disqualify any state that honors their permit/License. If the other state honors a WY Permit/License to Carry then WY will honors theirs. Again Government can move slowly.

North Carolina DOJ is still stating that they will not honor a New Hampshire Non Resident Permit/License. I have been in contact with sources in NC who are in a position to ask the right people about this. It may be that one person is causing this to happen as NC Reciprocity Law does not mention Resident or Non Resident Permit/Licenses. If this stands it just makes it tougher for the law abiding to stay within the law. There are so many gun laws now it is very difficult to keep up.

Iowa will be Shall Issue on 1/1/11. Until then Iowa is still a May Issue state and they do not honor any other states permits. On 1/1/11 Iowa will honor all other states permits and be Shall Issue. Again the new law does not go into effect till 1/1/11.

Georgia lawmakers voted Thursday to back a sweeping gun rights expansion, approving a measure that would allow permit-holders to carry guns into some bars and the parking lots of colleges, courthouses, airports and jails. The measure, which was approved by both chambers Thursday in the final hour of the 40-day legislative session, comes days after a bipartisan group of legislators adopted a separate proposal that allows gun owners to carry their firearms into parts of airports throughout the state. Both changes were long-sought by gun rights groups, who have for years complained that the mishmash of state regulations and court rulings that governed where firearms could be carried was too confusing and badly needed to be clarified. They now must be signed by Gov. Sonny Perdue before becoming law… The airport measure aims to build on a 2008 law that allowed those with permits to carry firearms on mass transit. A judge ruled that the airports don't qualify as mass transit, so the measure's sponsor crafted a bill that specifically allowed gun owners to carry weapons in the parts of airports not regulated by the federal government. The second measure focused on where licensed gun owners can't carry their weapons instead of where they can. It would make it a misdemeanor for licensed carriers to have their weapons in a government building, courthouse, jail or prison, place of worship, mental health facility, nuclear power plant or polling place. It spells out new freedoms for gun owners as well. Guns would be allowed in bars with the bar owner's permission. Otherwise, licensed holders would be allowed to carry a gun anywhere in Georgia unless a private property owner forbids it. And while guns would be banned on school campuses or buses, they would be allowed in vehicles parked in the parking lots of schools, courthouses and jail.

So Call the GA Governor and tell him to sign these bills. This will open up places where those who take their own personal safety to heart can legally carry. More info as this becomes available.

Arizona Constitutional Carry will go into effect July 29, 2010. That means that anyone who can legally own a firearm can carry it concealed in AZ. AZ will still issue permit/licenses but is dropping the requirement that you have to fire a handgun in the class. This will most likely cause some states to drop them as a state they honor. New Mexico is at the top of that list of states that will most likely drop them from the list of states they honor.

There are two quirks in the law. If you have a permit/license from AZ or any other state you can carry into a Restaurant that serves alcohol. If you don't have a permit/license from AZ or any other state you can not carry into a restaurant that serves alcohol.
Second you can not carry concealed in or on any form of transportation without a permit/license issued by AZ or any other state.
A. A person commits misconduct involving weapons by knowingly:
1. Carrying a deadly weapon without a permit pursuant to section 13-3112 except a pocket knife concealed on his person; or
F. Subsection A, paragraph 1 of this section shall not apply to a weapon or weapons carried in a belt holster which holster is wholly or partially visible, or carried in a scabbard or case designed for carrying weapons which scabbard or case is wholly or partially visible or carried in luggage.
Subsection A, paragraph 2 of this section shall not apply to a weapon or weapons carried in a case, holster, scabbard, pack or luggage that is carried within a means of transportation or within a storage compartment, trunk or glove compartment of a means of transportation. (So it will have to be visible while riding in or on transportation.

AZ didn't delete any of their other gun laws when they added Constitutional Carry. So those laws are still on the books. Here are the requirements for training that AZ will accept after the new law goes into effect 7/29/10
N. An applicant shall demonstrate competence with a firearm through any of the following:
1. Completion of any firearms training program that is approved by the department of public safety and that is conducted by instructors who are authorized by the department of public safety or who possess current national rifle association instructor certifications in pistol and personal protection and who submit to a background investigation, including a check for warrants and a criminal history records check.
2. Completion of any firearms safety or training course or class that is available to the general public, that is offered by a law enforcement agency, a junior college, a college or a private or public institution, academy, organization or firearms training school and that is approved by the department of public safety.
3. Completion of any hunter education or hunter safety course approved by the Arizona game and fish department or a similar agency of another state.
4. Completion of any national rifle association firearms safety or training course.
5. Completion of any law enforcement firearms safety or training course or class that is offered for security guards, investigators, special deputies or other divisions or subdivisions of law enforcement or security enforcement and that is approved by the department of public safety.
6. Evidence of current military service or proof 0f honorable discharge or general discharge under honorable conditions from the United States armed forces.
7. A valid current or expired concealed weapon, firearm or handgun permit or license that is issued by another state or a political subdivision of another state and that has a training or testing requirement for initial issuance.
8. Completion of any governmental police agency firearms training course and qualification to carry a firearm in the course of normal police duties.
9. Completion of any other firearms training that the department of public safety deems acceptable.
