Hungarian comercial P37 question

Anyone know what the deal is with the Femaru P37s that are marked thusly:

"P. Mod. 37, Kal. 7,65. Budapest" followed by a shield enclosing the three letters, "F E G" and with serial numbers above 100,000 with a "C" prefix?

Also, they have thumb safeties like the jhv41 and 43 Luftwaffe contracts.

Were these guns made for "commercial" sales within Hungary during WWII?

I posted on another froum, but, so far, no one has an answer.
