I have a TA-90, similar to a Witness but with a slide mounted safety(ala Beretta 92F). If I pull the trigger in double action mode (dry firing) the hammer falls like it should, but if I slightly pull the trigger to either side while pulling back on the trigger, the hammer drops to the half cock position. I have never had this happen to me at the range, but it just doesn't seem right. Is something worn out?

Something could be worn out. It sounds like a sear/sear spring problem. I think it would be worth a trip to your local smith. George
