TFL doesn't have the "Quote" button below a post. They do this to reduce clutter.
What you can do is select/highlight the text you want to quote. Right click it and select "Copy" or hold down the "Ctrl" key and hit the "C" key. Next select the button when replying. This will produce quote brackets. Hold down the "Ctrl" key while pushing the "V" key or right click between the two brackets and select "Paste". If you want to attribute a TFL member name with the quote, add "=UserName" after the first "QUOTE" bracket. So it would look something like "[QUOTE=UserXYZ]" without the "" characters. Fly
