Ruger Blackhawk Problem

I have an old model Ruger Blackhawk made in about 1965. When I traded for it, it already had the conversion kit installed.

Today at the range, I loaded up six rounds of .357 and they all fired just fine. Then I loaded up with some .38 Special and the hammer would not come back to full cock.

I found that when the barrel is pointed downward, the hammer would not come back to full cock, but when the barrel is pointed upward, the hammer came back to full cock normally and everything worked fine.

What ails this poor thing?

Either the ejector rod is not fully seated and locked (it holds the transfer up so it clears the frame when cocking) or the transfer bar may be broken. Neither are expensive fixes.
