Guam goes shall-issue

Bill No. B296-32 [pdf] has been signed into law in Guam. As per Section 2, the police "shall issue a license" if the applicant meets the requirements, which are fairly lenient. Aside from being legally eligible to own a gun, applicants must show some proof of training, which can be a hunter safety course, any NRA course, or a DD214.

Good for them! That is a move in the right direction.
Sadly here in MA, there is a movement to make even FID cards (non large capacity rifles and shotguns) MAY issue, currently those licences are SHALL issue.

Hopefully this will weigh positively on the 9th Circuit panel to deny CA AG Harris intervention (they should anyway, on the merits) and an en banc review and reversal will not come to pass.

At a later point May Issue will be revisited again the the liberal North East and be done away with.
