hazmat fees
If a supplier sends and charges me for a package of smokeless powder that I do not want can't I refuse to accept that package from the post office?
I heard that you can't return an item covered with hazmat fees. |

That is correct. HAZMAT fees are one way. You cannot send the package back to the supplier unless you pay for another fee and have the proper certifications/licenses to send it back.
However ... I wasn't aware that the US Postal Service allowed powder for shipping. I thought their 'sniffers' would catch it and reject it. I could be wrong, but that's what I heard.

If you get powder from the post office, the sender could be in some serious trouble if they found out about it. Federal offense.
