I'd almost bet that's home made. Some times called a 'zip gun'. There's really no other purpose for something designed to discharge primers.
What kind of bird? Just curious.
There's a hand held fireworks thingy, forget the real name, that will do it. Assuming local legality for fireworks. Light it and it goes bang twice. Once at altitude. Said altitude not being very high.

If you're looking for non-lethal means, try these guys or similar:
https://www.birdbgone.com/blog/bird-...ose-that-dont/

Where I used to work, we tried various sonic devices, including the use of a Hastings metro barrel extension on a Beretta 390, predator animal statues (didn't work at all)

The Hastings is more lethal-oriented option:
https://www.hastingsdistribution.com...duct_list&c=32 unless you use some LTL ammunition.

Birds? It’s reported to be Cardinals and woodpeckers.
I’m here in California. Golf Course on Long Island NY.
The dig holes in the trees and mess with the cedar siding on buildings.

Stage gun revolver shoots 209 only . . .

Years ago I bought a theatrical stage gun that was chamber for and only shot 209 primers. I don't recall where I got them. Worked well for the stage.

Life is good.

Thanks Prof and all. The perimeter alarm seems best. And it doesn’t look like a gun. A plus.

Cardinals don't peck at wood. And if a woodpecker is pecking at siding it means the wood is infested with bugs.
