I'd almost bet that's home made. Some times called a 'zip gun'. There's really no other purpose for something designed to discharge primers.
What kind of bird? Just curious. There's a hand held fireworks thingy, forget the real name, that will do it. Assuming local legality for fireworks. Light it and it goes bang twice. Once at altitude. Said altitude not being very high.

Birds? It’s reported to be Cardinals and woodpeckers.

Stage gun revolver shoots 209 only . . .
Years ago I bought a theatrical stage gun that was chamber for and only shot 209 primers. I don't recall where I got them. Worked well for the stage.
