Pillar Bedding

I am sort of confused, maybe somebody can help. In pillar bedding you re-drill the action screw holes in the stock so the holes are big enough to put in the pillars- which get epoxy glued in place. There is supposed to be space around the action screw/bolts so they don't touch the inside of the pillars. It would seem if the pillar could move around very much it could get off center so the screw is touching it. If the pillar fits really tight in the hole then is there enough epoxy to hold it? Also what if the pillar is longer than the stock- just file it down to fit?
And, do you glass bed and put in the pillars all at the same time or do one first, such as first glass bed and then the pillars, or the reverse?
