Not sure why it wouldn't be, unless Maryland's old Saturday night special ban is still in effect.

That being said, it's illegal to execute a handgun purchase in Maryland without going through an FFL or a law enforcement agency:

If it's mfg since 1994 , it has to be on the Md Handgun Roster.

The Omega is an old RG/Rohm clone. It's not on the roster, so my guess would be no.
