I think the fact that some states call it a "license" while others call it a "permit" pretty well establishes that there isn't any function difference between the two terms. It certainly isn't a regulation. The various states regulate the carry of firearms but, except for the five or so that now allow permitless carry, you can't even crack the regulation book until you have first obtained the license/permit to carry. Only then can you legally subject yourself to the applicable regulations.

Of course, that's not the way it's supposed to be. Many states' constitutions "guarantee" a right to keep and bear arms. I don't agree that a constitutionally guaranteed right can be subject to a licensing requirement, but the courts haven't consulted me on the matter.

New Mexico calls it a "Concealed Handgun License" on the card issued to you, and then refers to the license number as the "CCW License #" on the card.

By State Law, the license confers the right to carry other "deadly weapons." State Law gives the following prohibition on carrying a deadly weapon; and then gives a number of exceptions such as carrying on private property, in a vehicle, and if you have a concealed carry license.

So, in the State of New Mexico the license is really a "concealed carry weapon" license that includes handguns.

A. Unlawful carrying of a deadly weapon consists of carrying a concealed loaded firearm or any other type of deadly weapon anywhere, except in the following cases:

Texas is called a CHL, and for some odd reason mine says "Veteran" in big red letters.
I forget what Washington's is called

AFAIK, the wording of the Arizona permit allows you carry any (legal) weapon concealed, be it a knife, machete, switchblade, sawed off, machine gun, what have you. As long as they are in compliance with the law(s).

Only a handgun is legal to carry in Illinois. Stun guns, tasers, batons, blackjacks, knives over 3.5", or any other weapons are not allowed.

In New Hampshire it's a "Pistol/Revolver License" - required for concealed carry or carry in a vehicle. Open carry needs no license.

In California it's a License to Carry a Concealed Weapon (CCW).

However in my county it's known as unicorn tears, at least until the courts stop sitting on the Perulta case.

Good for one concealed firearm, but not limited by type (rifle, pistol, shotgun, etc).

I got out my Utah non-resident permit and it doesn't say anything about it being limited to one concealed firearm. My Virginia permit is the same.

My MA one says- Class A Large Capacity License to Carry Firearms.
It is commonly known here as LTC, there is also an FID (Firearms Identification) that allows only shotgun and rifle possession.

Missouri
Concealed Carry Permit. That is the name since the Governor was caught compiling an illegal database of the old CCW endorsements that were put on your drivers licensa, or a DMV issued non-driver ID.
The legislature took the concealed carry authority away from the DMV, and now the permits are issued, and renewed by the County Shefiff, or Police Depadtment.
Same requirements, same required 8 hour training class. Just no longer issued by the DMV.
However, Constitutional Carry has passed both houses by a vito proof margin, and gone totheGovernor. He hasn't said if he will veto it, but that shouldn't make any difference other than delaying it until the veto secession later this year.
