And, the federal regs apply to facilities that are constructed with federal funds, or, receive federal funds like hospitals and clinics through both the Medicare and Medicaid health financing programs. Also, universities, schools and other institutions receiving federal funding. Don't know of any clay target venues receiving federal funding!
