Real BP can be measured either way, because powder measures are calibrated for the weight of a given volume of Holy Black. IOW, 70gr of FFg BP weighed on a scale really does fill a BP powder measure to the 70gr line.

I chose 70gr because that's the Goex Cartridge load in my .45-70 Sharps behind a 535gr Postell bullet. It requires a powder compression die to seat the bullet without deforming the bullet nose. I normally use my Dillon electronic scale, but on a whim borrowed my stepson's brass powder measure from his 1858 Remington revolver.

70gr of BP weighed out in the Dillon goes right to the 70gr mark in his brass powder measure.

That only holds true for Holy Black. For 777, Pyrodex, APP, you're out of luck.
