While some areas of these regs are vague, I don't think your example, is...
You would be buying those rifles with the INTENT of re-selling them for a profit, from the git go...that makes you a dealer, not a collector. IOW, you had no intent of keeping the rifles, from day one you purchased them.
Can't do that with an 03, I don't see any ambiguity there and believe it would be illegal.
Call BATF and ask 'em....
