IMHO one of the best values (aka:"sleeper") is actually one of the "economy" bolt-action rifles - The Marlin X7 or the Stevens 200 - which have street prices under $400.

For your $$$, a buyer gets an accurate, dependable rifle at a cost low enough to mount a decent scope and buy plenty of ammo.
