It's not a new idea. Federal did the same thing with their NyClad line of ammunition decades ago (NyClads have recently been reintroduced in a 125gr .38 Special loading). Basically, the nylon coating allowed the use of a dead-soft lead bullet without the barrel leading that would usually be inherent to a bullet of that type. If the ammo in question is really made by Blazer, it is unsurprising that they've chosen a nylon coating since Federal, Speer, and CCI are all owned by the same parent corporation: ATK.
