If the wind is that high (consistently), and you stay up high, the skeeters shouldn't get you too bad, and that's enough wind to sneak up on deer, even with sweat and/or deet on you. So I'd hunt if the wind is high, particularly the morning - just stay out of the bottom areas where the skeeters thrive.
