If that were true one could never swap from a plastic birdhead to a wooden one or replace a broken grip.

You absolutely CANNOT change the grip on this weapon and remain legal.
Sure you can. You just cannot change to a grip that makes the firearm OAL less than 26" WHEN ASSEMBLED.
