quite possibly. I once found a round that was about the size of a 12ga, with a slight neck. It was filled with a very coarse powder. Was told it was a primer for artillery using bagged charges, not cased ammo. Yours could very well be something similar. With all the different nations guns over the last century and a half, it might be rather difficult to ID it exactly.
