I agree with DJ that its worth checking the crown and barrel channel to make sure the stock is not putting pressure on the barrel. That being said I have had guns that would not shoot certain types or weights of bullets at all, while another weight would group fine.
If it wont shoot the boattails well try a flat base bullet, if it won't shoot the 165's well, try a 150. My own 30-06 will absolutely not shoot anything over 165 grains worth a darn, factory or handloaded. It will group 150-165gr range well though.
