it does come with the base installed but it does not come with the rail or scope so you'll have to shop around, acording to samco, any old mauser sniper rail/repro will work but looking at the accumounts the swede looks completely different.
as for how it shoots, I truthfully haven't spent that much trigger time with it. I loaded up some match ammo with the brass demilled and loaned it to a friend for a CMP match. he took 3rd place so it's not bad at all in the right hands.
