Of course not. Army soldiers, Marines, and SOCOM forces have a duty to find, engage, and destroy or capture enemies in combat.

I don't know, maybe.
But for a civilian, it says it all. The civilian can
only use a deadly weapon when no other solution will suffice (when it is
necessary). "Tool of last resort" would seem the perfect description.
