Definitely Belgian manufacture, full set of proof marks.
It's a version of the Nagant revolver made for Russia, but the nine shot cylinder is unusual. It's also missing the loading slider and the trigger guard.
This website mentions Spanish copies with 9 shot cylinders and faked Belgian marks, so you might have an example of 19th century counterfeiting.

I used to love being able to hit hard at 1000 yards. As I get older I find hitting a mini ram at 200 yards with the 22 oddly more satisfying.
