$450-$500, minimum - IF the action's long enough to handle the 7mm Mag (It doesn't appear to be)
A new barrel @ $225 minimum, unless a take-off can be located cheaper.
Enlarging bolt face for the belted case @ $50,
Fitting/chambering above barrel @ $150 +/_
Alterations to action/magazine to feed belted magnum cases @ $75-$100
