If that were the case then wouldn't those that chose this path be criminals or risk the chance of detainment? Unless of course one were to 'hide' those weapons that the gubment didn't know / couldn't prove you owned? ( like a family hand-me-down or having a receipt showing a weapon that you owned was sold )
