Correct, they are NOT the same. But they are very close. H4895 seems to produce slightly higher pressures. IF you were going to use IMR4895 load date, minimum for H4895 will probably be about 5% reduction and work up from there.
EG: 42gr starting load for IMR4895 would lose 2gr to start H4895 (H4895=40gr.)
